How these numbers are computed
- CCSAs are advocates with status APPROVED and a certifiedAt timestamp.
- Reports routed counts only those that have moved past QUEUED status; acknowledgments are partner-confirmed receipts.
- Recovery cases include all opened cases regardless of phase; closed includes reunified and long-term placement.
- Audit entries are the append-only chain — every action that touches a record adds one.
